Easy Filled Raisin Cookies

1 c. soft shortening
2 c. brown sugar
2 eggs
1 c. water or buttermilk
1 tsp vanilla
3 1/2 c. plus 1 T. flour
1/2 tsp. salt
1 tsp soda
1/8 tsp. cinnamon
1 c. raisins
1/2 c. sugar

Mix shortening, brown sugar and eggs, stir in water and vanilla. Sift together 3 1/2 c. flour, salt, soda and cinnamon. Drop by teaspoonfuls onto baking sheet. In a saucepan, combine raisins, 1/2 c water, sugar and 1 T. flour and boil until mixture is thick. Place 1/2 tsp. filling on dough and cover with 1/2 tsp. dough. Bake in 400 degrees oven for 10 to 12 minutes or until lightly brown.
